Super Saga Omega
It's the TSR Marvel Super Hero Adventure Game. The game has a good reputation but being a licensed kind of thing and from TSR, the whole system died.
The Basics
Let's lay out the basics of the game. I'm gonna try to do it in my own words, with my own names for things.
Resolution
- Conflict Resolution in Super Saga Omega is performed using the Destiny Deck, a special deck of 96 cards. The deck contains 4 suits (Physique, Finesse, Acumen, Resolve) of 20 cards each, and a 5th suit (Trouble) of 16 cards. The cards of the 4 suits (Physique, Finesse, Acumen, Resolve) each have a rank of 1 through 9 (One 1, One 2, Two 3s, Four 4s, Four 5s, Four 6s, Two 7s, One 8 and One 9), and the cards of the 5th Trouble Suit have ranks of 1 through 10 (One 1, One 2, Two 3s, Two 4s, Two 5s, Two 6s, Two 7s, Two 8s, One 9, One 10).
- Additionally, each card has a Vibe, used when a situation is unknown or up to chance. The GM flips over the top card to perform a "Vibe Check" with a + indicating Good Vibes, a - indicated Bad Vibes, and a O indicating Ambiguous Vibes.
- Characters have 4 Attributes (Physique, Finesse, Acumen, Resolve) which are rated from 1 to 30. 1 to 10 is in human range, 11 to 20 also encompasses super individuals, and 21 to 30 covers cosmic-level powers.
- All characters have a Tier, rated from 0 to 5. Tier 0 characters would be most normal folks and NPCs, Tier 1 characters might consist of more Novice level heroes, Tier 2 characters are Experienced, Tier 3 characters are Authorities at what they do, Tier 4 characters are the best, Tier 5 characters are of cosmic ability. A character holds a hand of cards containing a number of cards equal to their Tier plus two. So, a Tier 0 character has a Hand Size of 2, a Tier 3 character has a hand size of 5, etc.
